Ooredoo was established as a partnership between Wataniya International – Free Zone (fully owned by the National Mobile Telecommunications Company- NMTC) that is mostly owned by Ooredoo Group and Palestine Investment Fund. In 2010, the company's capital was raised through a primary public offering and 15% of Ooredoo shares were presented for a public offering. In 2018, the company's capital was raised again through the issuance of (35,000,000) shares in a general secondary offering to the shareholders of the company, after which the ownership of Wataniya International - Free Zone became 49.3% and Palestine Investment Fund became 34.6% and the publicly owned shares became 16.1%. Ooredoo Palestine registered the highest capital in the Palestine Exchange (PEX) by (293,000,000) shares.
